(Difference between a bureaucrat and a statesman: a bureaucrat will stop at nothing to seek a higher position while a statesman will try to do something even running the risk of losing his present position.)

What will a bureaucrat do if he has power?

He will

1.        tell the truth if it suits his needs or define it as rumor if it stains his name;

2.        hire secretaries to handle the daily routine and assistants to do the dirty work, and they won¡¯t complain if he gives them a little honor and praise;

3.        make high-sounding speeches on democracy saying he¡¯ll decide an issue at the ballot box but have his assistants count the ballots;

4.        pit two groups against each other if there¡¯s a tough decision he doesn¡¯t want to make and insist on ¡°fair play¡± by delaying decision making indefinitely until they have reached a complete agreement;

5.        serve on any committee he thinks is important, especially those that manage personnel relations such as the fringe benefits committee, the promotion committee, the recruiting committee, etc.

6.        think of a truth and appoint himself the head of a special task force to find proof for it;

7.        offer his inferiors the power to elect Men of the Year but make changes behind the scenes and add his own people to the list;

8.        tame dissenters by sowing rumor to discredit them or otherwise getting them into high-paying positions to keep them quiet;

9.        climb as high as he can and won¡¯t care how much of his ass people on the ground can see, as long as the person who's going to handpick him is blindfolded.
