What will a bureaucrat do if he has power?
He will
1. tell the truth if it suits his needs or define it as rumor if it stains his name;
2. hire secretaries to handle the daily routine and assistants to do the dirty work, and they won’t complain if he gives them a little honor and praise;
3. make high-sounding speeches on democracy saying he’ll decide an issue at the ballot box but have his assistants count the ballots;
4. pit two groups against each other if there’s a tough decision he doesn’t want to make and insist on “fair play” by delaying decision making indefinitely until they have reached a complete agreement;
5. serve on any committee he thinks is imp
6. think of a truth and appoint himself the head of a special task force to find proof for it;
7. offer his inferiors the power to elect Men of the Year but make changes behind the scenes and add his own people to the list;
8. tame dissenters by sowing rumor to discredit them or otherwise getting them into high-paying positions to keep them quiet;
9. climb as high as he can and won’t care how much of his ass people on the ground can see, as long as the person who's going to handpick him is blindfolded.
